Project Application and Evaluation
Project Application
1- Project applications must be submitted via the e-BAP automation system, accessible at "https://bap.ozal.edu.tr/". The calendars, conditions, and the procedures and principles to be followed in the application are prepared by the Coordination Unit and announced by the decision of the Commission.
2- Principal Investigators (PIs) who have projects that remain uncompleted past their deadlines, or those who have unfulfilled obligations from other projects (such as progress reports or publication requirements), cannot submit a new project application of any type. Furthermore, they cannot participate as researchers in new projects until these obligations are successfully fulfilled.
3- Principal Investigators who have been subject to a sanction (disciplinary action) by the Scientific Research Projects Commission cannot submit a new project application of any type, nor can they participate as researchers in new projects until the sanction period has expired.
4- University faculty members may concurrently participate in BAP-supported projects in one of the following capacities: as a Principal Investigator in 2 (two) projects and a researcher in 1 (one) project; OR as a researcher in 4 (four) projects; OR as a Principal Investigator in 1 (one) project and a researcher in 2 (two) projects. Participation in projects under codes 44003 and 44004 is exempt from these limits.
5- Support applications for graduate (Master's/PhD) and specialty thesis projects must be submitted with a document indicating that the thesis proposal has been approved by the authorized bodies of the relevant institute or unit. The completion date for such projects cannot exceed the normal duration of the thesis. Thesis studies that have exceeded their normal duration and non-thesis master's programs are not eligible for support.
6- For projects requiring ethical committee approval and/or legal permission from other competent authorities, obtaining the necessary approval and permit documents is the responsibility of the Principal Investigator. These documents must be submitted either with the project application or, at the latest, within 1 (one) month of the project's approval.
7- It is mandatory to obtain permission from the relevant institutions or organizations if the project team plans to include researchers from those external bodies, or if the use of their infrastructure is required.
Project Evaluation
1- Project proposals submitted to the Scientific Research Projects Coordination Unit undergo a preliminary evaluation by the Coordination Unit to ensure they meet all formal application requirements. Proposals that pass this initial review are forwarded by the Coordination Unit to the relevant Project Evaluation Groups. Proposals that fail to meet the formal requirements at this stage are returned to the Principal Investigator with a justification.
2- Infrastructure Projects (44011), Priority Area Research Projects (44005), and International Research Collaboration and Participation Projects (44007) that pass the preliminary evaluation stage are evaluated and decided upon directly by the Commission. The Commission may request expert opinions for these types of projects if deemed necessary.
3- The Commission may, if deemed necessary, require the Principal Investigator to deliver an oral presentation.

5- The Project Evaluation Groups may assign project proposals and reports to experts (reviewers) selected from the reviewer pool for evaluation.
6- Project proposals must be evaluated by at least 2 (two) reviewers, while progress and final reports must be evaluated by at least 1 (one) reviewer.
7- Project proposals under review are brought to a final decision by the Commission, taking the expert opinions into account. Individuals who are part of a project team cannot be assigned as expert reviewers for that same project.
